This depends on your type of business.

If you are a supplier of a service or a specific product (e.g. artist, training, counselling, office furniture etc) you might consider a website to be a sound promotional and professional tool to which you can refer potential customers to so that they might view your services / product / portfolio in more detail.

The development and maintenance of a website will be a cost to your business, and like any cost you need to measure the effectiveness of that spend, and how it will contribute either financially or professionally to your business.
